The Department of Community Services administers services within the community, which include Neighborhood Revitalization, a First-time Homebuyers Program, Emergency Rehabilitation Assistance, Rental Assistance and neighborhood improvement support. As a department, our focus is on enhancing the quality of life of the low to moderate-income community so that all City of Florence residents live in vibrant, thriving places.

First-time Homebuyers Program
The City of Florence has a program for income-eligible first-time homebuyers. For 2025, this program will hold meetings on the following dates in Council Chambers at the City Center (324 West Evans St.) from 5:30 pm - 6:30 pm:

- February 24, 2026 - Guide to Understanding Credit Scores
- March 24, 2026 - Calculating Debt-to-Income Ratio
- April 14, 2026 - Fair Housing Month
- May 19, 2026 - Getting Pre-Approved for a Mortgage
- June 9, 2026 - Homeownership Month
- July 28, 2026 - Saving for a Downpayment and Other Cost
- August 25, 2026 - Understanding Mortgage Loans
- September 29, 2026 - Choosing the Right Home
- October 27, 2026 - The Closing Process
- November 17, 2026 - Settling In: Post Homebuying Tips
